Job Summary
The Procurement Manager, TTIT reports directly to the Manager, Fast Ferries and is responsible for the tactical and strategic procurement of goods and services as are required by the Company. The Procurement Manager maintains strategic relationships with key suppliers. The incumbent is responsible for but not limited to strategic forecasting, contract negotiation, development of relevant procurement policies in keeping with the procurement legislation. He/she must ensure the availability of all necessary materials; release scheduling of inbound materials and components and the maintenance of adequate stock levels.
Key Duties and Responsibilities
- Ensure that the procurement function in TTIT is in compliance with the Procurement Legislation;
- Develop, implement and review procurement policies and procedures for alignment with all applicable laws and regulations;
- Responsible for the effective management of the staff of the Procurment Department including the development of key performance indicators;
- Manage the procurement of goods and services to ensure availability as required;
- Ensure that all goods and services are obtained at the best possible price and in keeping with the quality and standard required by TTIT;
- Build and maintain strategic relationships with key suppliers / stakeholders;
- Responsible for strategic forecasting and contract negotiating to ensure the availability of all necessary goods and services at value for money;
- Coordinate with key stakeholders to maintain appropriate inventory levels;
- Manage the plan for centralized purchasing/procurement of materials, equipment, machinery and other services required for operational efficiency and special projects;
- Develop and implement procurement strategies in alignment with the strategic direction of TTIT;
- Build internal and external business relationships, identify market and industry trends to support and facilitate TTIT’s objectives and plans for the Ferry Service;
- Develop internal controls to facilitate the evaluation of the quality of equipment and goods being procured;
- Negotiate cost with suppliers and sub-contractors to ensure value for money;
- Participate in complex negotiations to settle commercial disputes and claims with suppliers;
- Provide daily updates on procurement related progress and potential delays to the Manager Fast Ferries;
- Ensure the management and maintenance of the appropriate purchasing and inventory system – the MARSOFT system;
- Assist with the development of budgets and budget projections to support the Department’s short, medium and long term business plans; and
- Perform any other related duties as assigned by the Manager Fast Ferries.
Required Knowledge, Skills and Abilities
- Sound knowledge of laws and regulations relevant to the Procurement function in the state sector
- Effective decision maker
- Excellent communication and interpersonal skills
- Ability to effectively supervise employees
- Ability to draft policies, vendor agreements etc.
- Knowledge of business process re-engineering
- Knowledge of the appropriate tools for grading, analysing, and assessing materials, equipment, supplies, services and other commodities
Minimum Qualifications, Training and Experience
- Bachelor’s Degree in Business, Finance or Supply Chain Management from an accredited academic institution;
- Membership in the Charted Institute of Purchasing and Supply (CIPS) or similar professional organizations;
- Familiar with supply chain management (SCM) and Inventory Purchasing Software will be a definite asset
- Proficient in Microsoft Office Suite.
- Eight (8) years’ working experience in a procurement environment with at least five (5) years at a supervisory level
