In addition to critical ongoing tasks related to maintaining the OIEE budget, procurement plan and reporting requirements, the Analyst will assist the Office Chief and Deputy Chief with ad hoc administrative and programmatic assistance, as needed.
The incumbent supports the USAID/Haiti Office of Infrastructure, Energy and Engineering (OIEE) in keeping budget and financial information current and updated. S/he prepares charts that show the office’s budget and financial information for internal and external uses, supports technical staff in the preparation of acquisition and assistance documentation packets, and assists with the preparation of background supporting documentation justifying the requested procurement action.
A -Budget and Procurement Planning 40%
In close coordination with USAID/Haiti Office of Acquisition and Assistance, the Analyst will manage OIEE’s procurement plan and associated budget, ensuring that OIEE meets its annual targets for contracting and funds obligation. The Analyst will liaise with other USAID/Haiti offices to coordinate on the OIEE office budget as part of broader USAID/Haiti budget processes including reconciling budget figures and tracking funds availability. The Analyst will also work closely with OIEE project managers to monitor activity expenditures, including quarterly accruals and is responsible for accurate and timely submissions of this info to the USAID/Haiti Office of Financial Management.
B. Assisting with Procurement Actions 30%
In addition to overseeing OIEE’s budget and procurement planning, the Analyst will work with OIEE’s project managers and the Deputy Office Chief to help move procurement actions from the planning stage to implementation. This will include assisting with drafting memos and supporting documents, routing actions for clearance, and entering actions into appropriate USAID systems.
C. Backstopping Office Chief and Technical Team Leads 20%
The Analyst will proactively assist the OIEE Chief and OIEE Technical team leads (Energy, Housing and Ports) with ad hoc administrative tasks, as needed. This will require tasks such as drafting routine correspondence in French and English, helping plan meetings and events with Government of Haiti counterparts and implementing partners, and facilitating review and clearance of documents. To be effective in this role, the Analyst should ensure that s/he is familiar with the many projects and programs implemented by OIEE.
D. Managing Submissions of Annual Reports 10%
Under the guidance of the Deputy Office Chief, and in close coordination with the USAID/Haiti Policy Coordination and Program Support Office, the Analyst will oversee OIEE’s annual contributions to the Mission’s Operational Plan, Congressional Budget Justification, and Mission Resource Request and ensure that inputs from OIEE program managers are included in this important document. Similarly, the Analyst will liaise with OIEE’s Monitoring and Evaluation specialist on the Office’s submission of the annual Performance Plan and Report.
Qualifications and Evaluations

Education: A Bachelor is required in the following fields: business administration, accounting, finance, program management, public administration.
