IMA World Health, a subsidiary of Corus International, is seeking applications for Chief of Party (COP) for the upcoming USAID-funded Haiti Improved Health Service Delivery Activity (IHSD). The COP will be based in Port-au-Prince, Haiti, and will provide overall leadership, management, and oversight for all program activities and staff in accordance with the contract and donor guidelines. S/he will report directly to the Senior Technical Director of Programs at IMA and will liaise regularly with key stakeholders representing the program, including assigned USAID in-country technical advisors and other staff; relevant Government of Haiti Ministry stakeholders, and civil society networks.

Today, IMA offers extensive expertise in managing and implementing highly successful and complex donor-funded programs in nutrition, maternal and child health, health systems strengthening (HSS), malaria, HIV/AIDS, sexual and gender-based violence (SGBV), and neglected tropical diseases (NTDs). IMA has managed an average of $100 million annually over the last four fiscal years, through grants and contracts from DFID, USAID, CDC, World Bank, the Global Fund, OFDA, UNDP, MCC, and private donors. IMA has been implementing donor-funded programming in Haiti since 1998.

Based in Port-Au-Prince, the COP will provide overall technical leadership and operational oversight for the anticipated IHSD Activity, which is expected to deliver health services from the Ministry of Health's Essential Package of Health Services through facilities and attending communities. These services include: 1) Maternal and Child Health and Nutrition Services; 2) HIV/AIDS; and 3) Family Planning and Reproductive Health (e.g., services, counseling, & commodities). The COP will serve as the primary liaison with USAID, other Development Partners working in Haiti, and Corus International's headquarters based in Washington DC (HQ), as well as relevant project stakeholders fostering collaborative working relationships. S/he will ensure the project's goals, objectives, and strategy are achieved and that contractual requirements are met on time and within budget. S/he is responsible for directing the project team with an integrated vision, applying effective leadership and strategic planning skills, management experience, outstanding interpersonal skills, and strong written and oral communication skills. The COP also is responsible for ensuring compliance with Corus's policies and procedures and USAID rules and regulations, including responsibility for ensuring sub-awardee compliance and quality monitoring of program implementation.


  • Lead the Program Management Unit, providing overall leadership and supervision of all project activities, including sub-awardees/contractors and project personnel
  • Serve as the primary person responsible for overseeing the full-time and short-term technical assistance personnel and directing program management and operations, including financial management, cost control, partner management, program planning, performance monitoring, financial reporting, and client relations
  • Serve as IMA's high-level representative to USAID, the Haitian government, other donors and multinationals, technical agencies, and other participating organizations on behalf of the project
  • Oversee quality and timely reporting in line with donor requirements according to the contract/award agreement; monitor progress of program objectives and work with the Country Director and the Technical Program Manager at headquarters to ensure quality control
  • Ensure the development and implementation of key project deliverables, including the Monitoring and Evaluation (M&E) plan, work plans, quarterly and annual reports, and other required deliverables
  • Monitor staff performance and provide capacity strengthening support when needed
  • Hold team and partners accountable for meeting objectives in a timely manner; be ultimately responsible for management of fiduciary risk, attention to value for money, and continual performance improvement
  • Ensure visibility of program results, achievements, and lessons learned through presentations at conferences and workshops and/or by publishing articles in professional journals

The position requires a competent and experienced person with the following attributes:

  • Postgraduate degree in public health, health policy, international development, or related area
  • Minimum of 12 years of professional experience, with progressively increasing responsibilities and duties on projects of a similar size and scope; experience in Haiti preferable
  • Minimum of 8 years of experience managing donor-funded projects in developing countries, from design to completion
  • Proven experience as a COP in the administration of similar-sized international donor-funded programs (preferably USAID-funded), with skills in strategic planning, management, supervision, and budgeting
  • Awareness of USAID cooperative agreements, and the related policies, procedures, and regulations; deep understanding of USG federal compliance requirements and evidence of experience in their application
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with regional/district governments, representatives from other key stakeholders (such as NGOs, CSOs, etc.), and the private sector
  • Strong communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement 
  • Required fluency in English and French; working knowledge of Haitian Creole required
