IMA World Health is proposing to lead a one-year program to strengthen community ownership and engagement to lead select COVID-19 responses in Haiti. IMA's consortium will draw upon a trusted network of faith leaders, associated health facilities, and community health workers to address COVID-19. The consortium's response will focus on facilitating home-based care, enhancing community structures to conduct surveillance, and strengthening capacity of facilities to provide high quality service delivery. 

Job Summary / Responsibilities:

IMA World Health is seeking candidates for the position of Grants Management Advisor for the Haiti COVID-19 Responses. The Grants Management Advisor will manage and oversee the compliance of multiple sub-awards to local organizations. S/he is responsible for establishing, managing, and monitoring sub-awards and compliance practices and procedures in accordance with IMA and USAID policies, procedures, rules, and regulations. This will involve developing systems to manage pre-award risk assessments, sub-agreements to local entities in complex environments, and mentoring staff in compliance best practices. This position will report to the Country Director and manage a Grants Management Officer.

The Grants Management Advisor will be embedded in the project office within Haiti. Hiring is contingent upon successful award and USAID approval.


  • Serves as the principal manager of sub-grants to partner organizations in Haiti issued under the award
  • Analyzes the award and coordinates execution of outgoing sub-awards in accordance with USAID award and IMA procedures and the Delegation of Authority/Signature Authorization for Agreements
  • Conduct pre-assessments of potential sub-grantees, examining their manual of procedures, regulations, previous audits, and response to audit findings or recommendations to determine their capacity to comply with USAID regulations and award requirements as well as IMA policies and procedures
  • Responsible for overall financial and administrative management of sub-grantees, including approval of workplan budgets, financial records and invoices, and ensuring strict adherence to USG accounting policies and procedures
  • Verifies and approves periodic financial reports reviewed by the Grants Management Officer to assure expenses are fully justified and expenses correspond with the achievements reflected in accompanying sub-grantee submitted programmatic reports
  • Analyzes cash balance on hand, expenditure forecasts and makes recommendations for cash disbursements
  • Develops targeted training for sub-grantees to reinforce sub-grantee procedures to enable them to achieve compliance with donor requirements
  • Assures the execution of annual external audits
  • Trains, supports, and accompanies the Grants Management Officer in the execution of his/her responsibilities
  • Provides mentoring to project staff in all areas of award management and procurement, as well as IMA's contracts, grants, and procurement policies and procedures
  • Reviews procurements to ensure compliance with IMA and USG policies, procedures, rules, and regulations.
  • Maintains and applies knowledge of donor rules and regulations (including but not limited to the Uniform Guidance/2 CFR 200/45 CFR Part 75, USAID Mandatory Standard Provisions, FAR, AIDAR) and advises and provides training to implementation teams on best practices, compliance and risk management, and mitigation strategies and tools


  • Master's degree in Contracts Management, Finance, Business, Law, or relevant degree, and at least 5-7 years of experience working in grants design, accounting, and/or sub-grant management on large donor-funded international projects; OR a Bachelor's degree in relevant field of study and at least 10 years of relevant experience
  • Previous experience managing sub-grantees on USAID-funded programs highly preferred
  • Demonstrated understanding of and expertise in USAID cost principles and reporting as well as compliance with federal financial regulations and management systems
  • Strong management skills and demonstrated experience establishing systems that efficiently award, manage, and monitor sub-agreements and procurements
  • Demonstrated experience with capacity building, working in teams/groups, presenting training material, and/or providing coaching and mentoring
  • Strong interpersonal and oral and written communications skills
  • Previous experience designing soft skills curricula and facilitation of capacity building workshops preferred, especially with low literacy populations
  • Advanced skills in Microsoft Office, including proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint
  • Fluency in English, French, and Haitian Creole in oral and written communications
  • Ability to travel within the country as needed
  • Willingness to support IMA World Health's mission
