Job Purpose: To embed the Haiti earthquake response into existing community systems for dialogue and communication facilitating the inclusion of local and national actors to improve sustainability of impact.
Timeframe: 13th September 2021 – 30th January 2022 (4.5 months)
Start date: Immediately
Terms of Contract: Consultancy contract, for a minimum of 15 days per month
Base of Work: Port-au-Prince, Haiti. Home based in Haiti, with travel as needed to community locations. There is no international travel associated with this consultancy.
Engages with: Emergency response partners including government, local and national CSOs and private sector, Red Cross Movement, UN agencies and national and international coordination mechanisms.
Reporting to: CDAC Director of Capacity Bridging & Technology with additional remote CCEA technical support provided by the CDAC Secretariat
If this job is for you, you will be already based in Haiti and fluent in English and French. You will be an excellent networker and facilitator and have proven expertise in one or more of the following thematic areas: communication, citizen and community engagement, media development, accountability towards people affected by crisis, or social accountability. You will be a skilled mobiliser of support around critical issues and initiating and maintaining relationships with diverse stakeholders at the national, regional and global level. You will have excellent writing and analysis skills and a strong understanding of humanitarian and/or development programming.
The Communicating with Disaster Affected Communities Network (CDAC) enters a new strategy period in 2022, a period which marks the next stage of action in achieving its vision ‘that communities have the information and resources they need to determine their own solutions and are central stakeholders in humanitarian and development decision making’. CDAC drives change in communication, community engagement and accountability towards affected populations.
CDAC is a global network of leading Media Development, NGOs, the Red Cross and Red Crescent Movement, UN agencies and specialised communications entities. Using the collective clout of the network, CDAC seeks to reverse the focus of humanitarian and nexus decision-making – moving from global to local. This is done through engagement with local and national response actions to strengthen sustainable communication and engagement ecosystems.
In the past, CDAC has responded as a collective to the Haiti earthquake in 2010 while individual members of CDAC have supported a number of crises in-country over the past decade and continue to operate in this devastating 2021 earthquake response. A different approach is being used by CDAC for this response with the aim of better supporting national and local leadership and better bridging national and international efforts on Communication, Community Engagement and Accountability so that the impact of these interventions continues after funding ceases.
This consultancy supports a 5-month CDAC project, funded by the H2H Network, to embed the earthquake response in existing systems for dialogue and communication, facilitating the inclusion of local and national actors to improve sustainability of impact.
